Leveling up is a system so ingrained in the gaming community that it's hard to think of an alternate method.
And as evidence of this page, I've tried.

Hmm... not much of an MMO kind of guy, but wouldn't a point buy system and then rather than an item level base you make harder areas inaccessible unless you have a certain skill/or a specific item that allows you to enter the area. only real reason I can think levels would matter is for bragging rights/ proof of power.

For any RPG it is going to be hard but there are some game genres that get around it entirely. just take a look at the Monster hunter series or any action game that uses Skill trees. they don't use levels and the games with Skill trees that do use levels are just a way to get you the skill points so if you could find a new way of distributing them for those games level based systems wouldn't be needed. Levels are usually used in RPGs to show characters have gotten stronger because there is inherently less you can do to modify the outcome of battle other then picking actions and hoping luck favors you.
